Board of Education Meeting- March 21, 2023

The Powell County Board of Education met on March 21, 2023 for its regularly scheduled meeting.  Highlights of the meeting are below:

  • The Powell County High School Student Advisory Council presented to the Board.  The Student Advisory Council has been working with the students at the middle school in health classes to prevent vaping.  These young men and women from the high school represent our district well as they work to mentor younger students and encourage them to lead healthy lives.
  • During the communication report, Superintendent Wasson reported that she attended the Law and Finance conference as well as the Kentucky School Board Association conference.  She also spoke at the Daughter's of the American Revolution meeting.  The district has begun the process of implementing both a new application software for hiring employees and a new program for absence management in the district.  Additionally, Mrs. Wasson stated that personnel from Central Kentucky Education Coop came to the district to help evaluate our staffing in special education areas throughout the district.
  • Salary scale work is continuing and a special called work session of the Board of Education was set for April 11, 2023 at 6:00 p.m. to share the work with the Board.  At this meeting the potential salary scales that we would like to be able to utilize will be discussed and how much it will cost to be able to put everyone on the new scales will be detailed.  The potential new scales are not uniform percentage based increases across the district.  We are working to make our scales more competitive with surrounding districts.  This meeting will be open to the public.
  • The Powell County Board of Education voted to utilize Houchens Insurance for our Agent of Record.  This is the group that helps us compare insurance costs and helps us keep costs down.
  • The 2022-2025 technology plan was adopted.
  • Policy 03.6 for Volunteers had its second and final reading making it an updated policy.  Procedure 09.36 AP2 for Waiving School Offered Transportation was reviewed and approved.
  • Trip requests were approved for an after prom overnight trip to Malibu Jack's in Lexington and FBLA for the state conference in Louisville.  Transportation method of utilizing a school bus, truck, and trailer or the waiver was approved for the baseball trip to Myrtle Beach.
  • An emergency teaching certificate for a special education position was approved.
  • The Superintendent was authorized to utilize the KISTA surplus auction for school busses.
  • The Board approved the district to have a certified appraisal of its buildings in an effort to keep insurance costs at a minimum while ensuring we have enough coverage to properly repair or replace our facilities in the event of a loss.
  • The Board approved to support the Council for Better Education and adopted a resolution to contribute to the organization.
  • The Board directed the Superintendent to cease salary payments to certified employees outside of the Board approved salary schedule due to granting experience credit beyond the definition of "experience" in KRS 157.320 and payment of stipends outside of KRS 157.395 effective July 1, 2023.
