Dear Parents and Guardians,

The Powell County School District and the Kentucky Department of Education (KDE) greatly value your input and want to hear about your experience as a caregiver of a child with an Individual Education Program (IEP). We would like to know more about how your child’s school involves you in the special education services provided to your child.  The information you provide will give the KDE and the Powell County School District valuable data on how to improve parent and family engagement. All responses are anonymous and cannot be traced back to you or your child. To collect your input, we ask that you complete a brief, online survey about your opportunity to provide input with your child’s special education services during the 2023-24 school year.

Special Called Board Meeting 08.02.23

There will be a special called meeting of the Powell County Board of Education on August 2, 2023 at 6:00 p.m.  The meeting will start at Bowen Elementary to do walk throughs of the buildings and will end at Clay City Elementary where a short business agenda will be taken care of after the walk throughs.  See agenda on the Board of Education Meetings webpage at this link.  Board Meetings

Board of Education Meeting- March 21, 2023

The Powell County Board of Education met on March 21, 2023 for its regularly scheduled meeting.  Highlights of the meeting are below:

  • The Powell County High School Student Advisory Council presented to the Board.  The Student Advisory Council has been working with the students at the middle school in health classes to prevent vaping.  These young men and women from the high school represent our district well as they work to mentor younger students and encourage them to lead healthy lives.
  • During the communication report, Superintendent Wasson reported that she attended the Law and Finance conference as well as the Kentucky School Board Association conference.  She also spoke at the Daughter's of the American Revolution meeting.  The district has begun the process of implementing both a new application software for hiring employees and a new program for absence management in the district.  Additionally, Mrs. Wasson stated that personnel from Central Kentucky Education Coop came to the district to help evaluate our staffing in special education areas throughout the district.
  • Salary scale work is continuing and a special called work session of the Board of Education was set for April 11, 2023 at 6:00 p.m. to share the work with the Board.  At this meeting the potential salary scales that we would like to be able to utilize will be discussed and how much it will cost to be able to put everyone on the new scales will be detailed.  The potential new scales are not uniform percentage based increases across the district.  We are working to make our scales more competitive with surrounding districts.  This meeting will be open to the public.
  • The Powell County Board of Education voted to utilize Houchens Insurance for our Agent of Record.  This is the group that helps us compare insurance costs and helps us keep costs down.
  • The 2022-2025 technology plan was adopted.
  • Policy 03.6 for Volunteers had its second and final reading making it an updated policy.  Procedure 09.36 AP2 for Waiving School Offered Transportation was reviewed and approved.
  • Trip requests were approved for an after prom overnight trip to Malibu Jack's in Lexington and FBLA for the state conference in Louisville.  Transportation method of utilizing a school bus, truck, and trailer or the waiver was approved for the baseball trip to Myrtle Beach.
  • An emergency teaching certificate for a special education position was approved.
  • The Superintendent was authorized to utilize the KISTA surplus auction for school busses.
  • The Board approved the district to have a certified appraisal of its buildings in an effort to keep insurance costs at a minimum while ensuring we have enough coverage to properly repair or replace our facilities in the event of a loss.
  • The Board approved to support the Council for Better Education and adopted a resolution to contribute to the organization.
  • The Board directed the Superintendent to cease salary payments to certified employees outside of the Board approved salary schedule due to granting experience credit beyond the definition of "experience" in KRS 157.320 and payment of stipends outside of KRS 157.395 effective July 1, 2023.
Now Accepting Applications for School Coordinator Positions To Connect Schools and Community

Job Applications are now being accepted for School Coordinators to help us connect the schools and community.  These positions are funded from a grant in collaboration with the Partners for Rural Impact.

Partners for Rural Impact’s (PRI) ultimate goal is for an America where all kids are successful, regardless of zip code, income, background, or ability.  At PRI, our focus is on ensuring that all children in rural places achieve success. Partners for Rural Impact was born out of our place-based partnership in Appalachia, where we’ve worked for 25 years to create student opportunity and success.

PRI was recently awarded the Full-Service Community School grant from the U.S. Department of Education and is seeking a motivated School Coordinator to support the coordination, integration, accessibility, and effectiveness of services for children and families within Letcher and Jenkins. 

Position Summary

This is a key full-time, grant-funded position for Partners for Rural Impact and the “Full-Service Community Schools (FSCS) Initiative.” Reporting to the FSCS Project Director, the School Coordinator will work closely with partners and school systems to ensure stakeholders are adequately informed of FSCS activities and services, watching for duplication of services. The School Coordinator will engage in joint planning that entails a full-time commitment and ensures the program is supporting the four FSCS pillars: 1) holistic integrated student supports; 2) expanded, enriched learning time and opportunities from cradle to career; 3) family and community engagement; 4) collaborative leadership and practices. The School Coordinator is charged with coordinating academic, social, and health services through partnerships between a) public elementary and secondary schools; b) the schools’ local educational agencies (LEAs); and c) community-based organizations, nonprofit organizations, and other public or private entities. The School Coordinator will work to achieve the result All Rural Students Succeed.

Powell County Board of Education Meeting- February 22, 2023

Highlights of the February 22, 2023 Powell County Board of Education Meeting

  • Students from our FFA made a short presentation on what FFA has done for them in honor of National FFA week.
  • An agreement with Partners for Rural Impact was approved that will place a person in each school to support community involvement.
  • We heard a presentation from Dwight Salsbury with RSA Advisors regarding our current bonding potential.  At this time, we could issue a bond sale in the amount of $27,390,000.  This bonding potential would allow us to move forward with the building of the new Stanton Elementary School.  
  • Kenny Stanfield with Sherman, Carter, Barnhart architects presented the revised BG-1 that will be submitted to the Kentucky Department of Education outlining our funds that would allow for the building of Stanton Elementary.  The Board approved the BG-1 which allows Sherman, Carter, Barnhart to move forward with their final plan revisions and preparation of a bid package.  This work should be completed within a timeframe of approximately 3 months.  We will then determine if it will be good to go out for bids or if we need to wait on additional funding.
  • The facility Local Planning Committee was approved after a revision of adding an additional high school teacher to the committee and removing an elementary teacher.  This brings the balance of staff represented to a level that KDE will approve.
  • The Board policy revision on volunteers had the first reading.  This revision clarifies who will pay for background checks and is the start to getting a solid process in place for volunteering in the schools.
  • A new staffing allocation procedure was approved.
  • A new procedure that specifies a process for use if instructional materials are challenged was approved.
  • The Board approved to purchase the service from K & K Insurance for student accident coverage.  It is a secondary plan to the student's health insurance.
  • The principals from Stanton Elementary, Bowen Elementary, and the Powell County High School presented their Continuous Improvement Plans for the schools.  Data and presentations are included in the Board materials.
